Washington to bring home diplomats without securing deal with Islamabad to end blockade on NATO convoys to Afghanistan.

The United States is withdrawing its team of negotiators from Pakistan without securing a long-sought deal with Islamabad to allow trucks to again supply NATO troops in neighboring Afghanistan, the Pentagon has said.

“The decision was reached to bring the team home for a short period of time,” George Little, Pentagon spokesman, told reporters on Monday.

The team of negotiators had been in Pakistan for about six weeks, he said, as US officials had believed they were close to a deal with Islamabad to lift the blockade on NATO convoys.

But no breakthrough was imminent and there was no scheduled date for a resumption of the negotiations, Little said.

US drone strike ‘kills 15’ in Pakistan

A strike by an unmanned US drone aircraft has killed 15 people near the Afghan border, Pakistani officials say.

Two missiles are reported to have hit a suspected militant compound before dawn in Hesokhel, to the east of Miranshah, the capital of North Waziristan.

The frontier tribal region is considered a hub of activity by al-Qaeda and Taliban militants.

There have been eight US drone strikes in the past two weeks despite Pakistani demands for them to be stopped.

Pakistan adjusts rules of engagement

 Pakistan’s commanders in the wild Afghan border region can return fire if attacked without waiting for permission, the army chief said, a change in rules of engagementthat could stoke tension after Saturday’s NATO strike killed 24 Pakistani troops.
The attack sparked fury in Pakistan and further complicated U.S.-led efforts to ease a crisis in relations with Islamabad, still seething at a secret U.S. raid in May which killed al Qaeda leader Osama bin Laden, and stabilize the region before foreign combat troops leaveAfghanistan in 2014.
“I do not want there to be any doubt in the minds of any commander at any level about the rules of engagement,” Chief of Army Staff General Ashfaq Kayani said in a communique on Friday.
“In case of any attack, you have complete liberty to respond forcefully using all available resources. You do not need any permission for this.”

Pakistan’s ambassador to the U.S. has resigned amid a brewing scandal involving his country’s civilian leadership and its powerful military.
Hussain Haqqani, a well-regarded ambassador for more than three years, is alleged to have been involved in writing a memo that asked the U.S. to prevent a military coup in Pakistan, something he denies. This latest crisis will do little to calm an already-turbulent relationship between Pakistan and the U.S.
The scandal that has consumed Pakistan over the past few weeks has been dubbed “Memogate.” It pulls in officials from the highest offices in both Islamabad and Washington. The controversy centers on a memo sent to Adm. Mike Mullen, then the chairman of the Joint Chiefs of Staff, shortly after the killing of al-Qaida leader Osama bin Laden in May.
The note, according to some reports written on behalf of President Asif Ali Zardari, asks the U.S. to help prevent a military coup. In return, according to the memo, Pakistan’s civilian government made a wide range of promises that would be detrimental to the country’s military and intelligence networks.

Afghanistan to back Pakistan if wars with U.S

Afghanistan would support Pakistan in case of military conflict between Pakistan and the United States, Afghan President Hamid Karzai said in an interview to a private Pakistani TV channel broadcast on Saturday. 

The remarks were in sharp contrast to recent tension between the two neighbors over cross-border raids, and Afghan accusations that Pakistan was involved in killing the chief Afghan peace envoy, former Afghan president Burhanuddin Rabbani, by a suicide bomber on September 20.
